A Cadence sensor is included with the Juggernaut XD Duo and Juggernaut Ultra Eagle 2 with the XD Motor Option. Without a Cadence sensor, the motor would only provide assistance while using the throttle - not while only pedalling.

Without a cadence sensor, the throttle would deliver power based on which PAS level the bike is in. You could go from just a little motor assistance with throttle in PAS 1 to full motor assistance in PAS 5, or somewhere in between.

With the cadence sensor, the motor will provide assistance to your riding while you pedal. It will deliver assistance based on PAS level with PAS 1 giving a little assistance, PAS 5 giving full motor power assistance or in between. With the cadence sensor installed the bike's throttle will provide 100% power regardless of the PAS level you are in.
